What changed
  Regions of at most 2³¹ pixels, what a 32-bit integer can index: 90 regions (v1.0 had 96).
  A region is a whole HydroBASINS Level-02 unit where it fits;
  units 35, 56, 77 and 91 are divided.
  New: basin groups at HydroBASINS Level-01, Level-02 and Level-03.
  Basins unchanged: same 24,587,290 outlets, same ids and pixel counts;
  bsn_*, bnd_* and the basin table are the v1.0 files.
  2026-09-30: every rectangle in the tables and vector attributes is left closed and
  right open: row_max, col_max (and their bbox_, window_ and cell_ twins) are one past
  the last pixel, so nrow = row_max - row_min.  Nothing else changed.
  2026-10-08: every table also as Parquet, every outline layer as GeoPackage and GeoParquet (.geo.parquet); nothing else changed.
  The basin table bat_global_90m_gt1km2.csv is comma-separated now, as every CSV here (it was space-separated).
