Basin and region mask

The basin mask assigns every land pixel of North America to one of 30,077,037 basins, numbered by area: basin 1 is the largest. The region masks group whole basins into regions small enough to process on their own, in four partitions: the HydroBASINS level-3 units (48 regions) and capacity partitions of 160, 80 and 40 square degrees (106, 201 and 404 regions); a basin's region is its level-3 one. The tables are the released tables, every number computed at 30 m: the 105,581 basins above 1 km², one row per basin in id order, and every region of each partition. The map draws the same basins and regions, simplified.
